Solar Oysters, LLC is a partnership of Maritime Applied Physics Corporation and EcoLogix Group, Inc. Steve Pattison
Steve brings more than 36 years of experience from the public and private sector and strong consensus building skills, having managed a variety of contentious issues.
At EcoLogix Group, Steve provides strategic planning and stakeholder engagement services to various clients, and in this role, he facilitates multi-stakeholder teams and provides support for environmental compliance and stewardship programs. Steve serves as the senior project manager on stakeholder engagement and outreach efforts for several clients, leading the development and implementation of stakeholder engagement strategies.
Steve was assistant secretary at the Maryland Department of the Environment where he oversaw permitting, compliance, regulatory development, public outreach, strategic planning and internal services such as human resources, procurement and information technology. Steve managed the state agency compliance project, resulting in environmental management systems at more than a dozen state agencies. He was chairman of the Anacostia Watershed Restoration Partnership Steering Committee and served as the state of Maryland’s state liaison officer for the Nuclear Regulatory Commission. Steve was a member of the Governor’s Joint Executive Committee on Homeland Security responsible for developing Maryland’s Homeland Security Plan. He had operational responsibility for emergency response for hazmat, oil and radiological incidents across the state. He served on the Coast Guard’s Area Maritime Executive Steering Committee.
Steve spent more than 21 years at Baltimore Gas & Electric Company, and Constellation Energy, where he managed the group responsible for providing compliance assistance on a variety of regulated activities including air quality, climate change, hazardous and non-hazardous waste management, site assessment and remediation, community right-to-know, emergency response, groundwater, storage tanks, pollution prevention and recycling.
Steve holds Master of Science in Environmental Science from the State University of New York, College of Environmental Science & Forestry and a Bachelor of Science in Forestry and Wildlife Management from Purdue University.
Steve is a former board member for the Alliance for the Chesapeake Bay. Steve enjoys fly fishing, reading non-fiction (especially compelling biographies) and Big Ten basketball……”Go Boilers!”

Mark Rice
Mark is President of the Maritime Applied Physics Corporation which is located in the Fairfield area of Baltimore City.  He has a BA in Physics from the University of Maine (1975) and is a licensed Professional Engineer.    Mark formed Maritime Applied Physics Corporation in 1986 after working for the Navy as a civilian engineer and has overseen the company’s growth from a 1 person company to its current 60-person staff.  MAPC has both R&D and manufacturing production work in Baltimore where the employee owners design and manufacture marine vessels and systems. Mark has served on the Maryland District Export Council for 15 years and is a past Chair of the National Advisory Board of the NIST Manufacturing Extension Partnership.  Mark is engaged in several workforce development efforts within Baltimore City.  Mark is President Emeritus of the Business Network for Offshore Wind, which was formed to organize and promote the supply chain for offshore wind renewable energy.

Rebekah BorGert
Rebekah has experience working with academic, regulatory and industry partners to facilitate growth in the shellfish aquaculture industry through research projects and collaborative efforts. She has helped lead and manage projects to develop innovative strategies and technologies to advance oyster farms and hatcheries in the Chesapeake Bay. In addition to her work on oyster farms around the Bay and hatcheries, she previously managed the Aquaculture Research Program and shellfish hatchery at Morgan State University, where she worked on research projects aimed to overcome bottlenecks and impediments to industry growth. She brings her experience in the field, on the farm, and in the laboratory to Ecologix clients and projects. She holds her Master of Science in Aquaculture and Fisheries from Auburn University and a Bachelor of Science in Biological Oceanography from Florida Institute of Technology.

Bob Summers, PhD
Bob Summers leads EcoLogix Group’s water resources practice in the mid-Atlantic region and supports government and industrial clients in the area of outreach and technical solutions.
An internationally-recognized expert in water quality issues, he is an experienced multi-disciplinary environmental program executive, highly skilled in managing complex projects involving scientific, engineering, technical program, regulatory, legal and administrative staff. Dr. Summers has been a key participant and leader in the multi-jurisdictional Chesapeake Bay Program since the first agreement was signed in 1983. The EPA’s Chesapeake Bay Program is the nation’s largest, most comprehensive and successful integrated watershed planning and implementation effort.
Prior to joining EcoLogix Group in 2016, he served for 33 years in Maryland’s progressive environmental programs, developing and leading a wide range of water, air, land and waste management program activities. He was appointed secretary of the Environment by Maryland’s Governor where he led the Department of the Environment (MDE) and its 1,000 employees responsible for the state’s planning, regulatory, management and financing programs to protect public health, restore and protect air and water quality, clean up contaminated land and ensure proper management of hazardous and solid wastes. Dr. Summers oversaw an operating budget of $111 million and a capital budget of $191 million.
Before being appointed Secretary, his primary focus was on planning and management of Maryland’s water pollution regulatory programs, including stormwater management and MS4 permits, erosion and sediment control, wastewater discharge, wetlands and waterways, water supply protection and state programs to assist local governments with financing of water and wastewater infrastructure improvements.
Dr. Summers has a doctoral degree in environmental engineering and a Bachelor of Arts Natural Sciences, both from The Johns Hopkins University.
Bob serves on the Board of Directors for Blue Water Baltimore and enjoys canoeing the region’s beautiful rivers and sailing on Chesapeake Bay.

Mamie Parker, PhD
An executive coach, facilitator, and inspirational public speaker, Mamie Parker is a retired fish and wildlife biologist who rose to the rank of Assistant Director for the United States Fish and Wildlife Service (USFWS) in Washington, DC. She made history when appointed the first African American USFWS Northeast Regional Director in the Senior Executive Service.  She also served as Chief of Staff and Chief of Fisheries. Mamie has vast experience in water resources planning, the National Environmental Policy Act (NEPA), the Clean Water Act, wetland protection, and restoration.
As the USFWS Assistant Director, she served as the facilitator at the White House Conference on the Environment. Dr. Parker played a major role in implementing the Coastal Barrier Resources Act system mapping and flood insurance, Coastal Program, and protecting our nation’s waters from pollutants and invasive species such as listing the snakehead fish as an injurious wildlife species. She helped create the National Fish Habitat Action Plan in partnership, for which the President of the United States presented her with the Presidential Rank Award, the highest award given to government employees. She also received the Department of Interior’s Silver Award presented by the Secretary of the USFWS.
Her executive coach clients include the Gates Millennium Scholars Program; Bureau of Land Management; Defense Language Institute; U.S. Fish and Wildlife Service (USFWS); the Maryland Department of Labor and the Department of the Interior. Dr. Parker also serves as principal of EcoLogix Group, Inc.
Dr. Parker is a leader in various organizations and serves on the board of directors of the Chesapeake Bay Foundation, the Virginia Chapter of The Nature Conservancy, Duke University School of the Environment Visitors Board, Northland College, Student Conservation Association, the National Wildlife Refuge Association, Brown Advisory Sustainable Investment, Marstel-Day Consulting Company, Defenders of Wildlife, the Potomac Conservancy, and the Chesapeake Conservancy.
The Governor of Virginia recently appointed her to the Board of Directors of the Game and Inland Fisheries. The Council of World Women Leaders awarded her with an Aspen Institute Fellowship where she worked in the Kingdom of Lesotho and in Cape Town and Johannesburg, South Africa. She is a 2018 winner of the prestigious William K. Reilly Award from American University School of Public Affairs’ Center for Environmental Policy, and a 2015 Champion of the Chesapeake from Chesapeake Conservancy. Born and raised in Arkansas, she was inducted into the Arkansas Outdoor Hall of Fame by the Governor.
Dr. Parker holds a Bachelor of Science in biology from the University of Arkansas at Pine Bluff (UAPB), a Master of Science in fish and wildlife management, and a doctoral degree in limnology from the University of Wisconsin. She also received executive leadership training at Harvard’s John F. Kennedy School of Government at Harvard University.
When she is not working, Mamie enjoys watching movies, hiking and mentoring young ladies.

ROB MaCARTHUR
Rob MacArthur serves as Managing Director of Hendrix Precision Maintenance Services and is a partner in the company.  Rob is responsible for overall strategy execution and management of the company.
 
Prior to joining Hendrix Rob was a senior executive with Predictive Service (acquired by SEAM Group in 2018) serving as Executive Vice President of Strategic Initiatives and ABS Group serving as Vice President Asset Optimization Services and later as Senior Vice President for the ABS Group Offshore Oil & Gas division.
 
Rob was a founding partner of GenesisSolutions, a recognized global leader in maintenance and asset management services which provided technology, engineering, and process improvement services to hundreds of industrial companies related to Enterprise Asset Management and Reliability.  GenesisSolutions was acquired by ABS Group in 2012.
 
Prior to starting Genesis Solutions, Rob was Director of Professional Services for MRO Software and served a number of years in this capacity with responsibility for the Americas, Middle East, Africa, and Australia.  Prior to joining MRO Software, Rob was an Engagement Manager with KPMG Peat Marwick and an active duty Engineering Officer in the United States Navy.
 
Rob is a recognized expert in the fields of enterprise asset management strategy, Computerized Maintenance Management Systems, Reliability Engineering and Maintenance, and Maintenance Key Performance Indicators.  In addition to his managing role with Hendrix, Rob is an Executive Vice President with SEAM Group LLC, Managing Director of Data Acuity Solutions LLC and an Executive Partner with Ecologix Group LLC.
 
Rob holds an engineering degree from the United States Naval Academy and an MBA from the University of Rhode Island.  Rob is a licensed engineer with the State of Maryland and retired as a Commander in the United States Naval Reserve overseeing the repair, refueling, and maintenance of US Navy nuclear submarines.
